Is it possible to have redundancy, for example, is it possible to have a secondary system that can work in a passive state. To have the Backup APS Server installed on a different VM with the same license (in case the first one fails) so it’s not active passive per say?

About migrating the APS setup between VMs, yes that could work if the MAC addresses are the same. Just also keep the network IPs the same on the virtual LAN card (VM internal IP).
Then to copy state: stop APS service, make a backup of C:\ProgramData\AKCP folder, and copy it over to the other server, restore the folder contents with stopped APS service. Same as a APS manual backup-restore.
The APS version doesn’t have to be exact match, it can be off a few build numbers, just the main version is important (16.2.x). We haven’t tested this but I think it should work.
For customers who run APS in a VM, it’s easier to back up the full VM and restore it on the same or another VM server if necessary. Or create a clone of the VM and the data.
For a physical PC this is equivalent of imaging the HDD contents (without changing the hardware config). Just on a physical machine you normally cannot change the MAC ID.
